Currently, Adobe Flash is not available to install via Google Play on Android Devices.
Way round to install / Add flash to Android Device is as follows.
Browse to the following link.
http://helpx.adobe.com/flash-player/kb/archived-flash-player-versions.html
Scroll down, to find the right Android version of your device and select the version of Flash to install.
This way it would directly download the apk file and install flash.
If an error is shown, saying installing from an unknown source, not to worry.
Please go to settings --> security --> Unknown Sources
Select the Check box against Unknown sources. Now it would have a tick mark in the box.
After installing can come back and De-Select.
This is the safest way for installing flash player on a Android Tablet / Phone directly from Adobe, instead of using a Third party App.
