The text on the page reads something like this...
" Under the laws of the United Kingdom and investigation of Metropolitan Police Service and Strathclde Police Your computer is locked to prevent illegal activity in the network." and asks to pay a certain amount.
One of the ways to remove this malware, restart the system in Safe mode by pressing F8 when the system is getting started.
When logged in check the Startup program option from All programs. Here would find a random number file entry, do a right click and find the location of the file.
Delete this file and remove the shortcut of the file in the startup program option.
Hopefully this would be cleared.
